I am currently preparing my motions for the April 2023 Management Committee Meeting. They will be posted here for members to see. I am a believer of being open and transparent.

March 2023

These are the Motions I raised for the 8th March 2023 Management Committee Meeting include:

• The monthly President’s Report requires Management Committee approval.

• KCC Park Dirt Pile Report. The dirt pile has been PFAS contaminated for some time and an update is required.

• Special Resolutions for AGM 2023. Chief Executive to provide list of all Special Resolutions for the 2023 VCA AGM and advise if legal advice is required prior to the AGM to avoid the issued we now have with Special Resolution 10 from 2022 AGM.

February 2023

Motions I raised for the February 2023 Management Committee Meeting included:

• That all Management Committee members have access to all financial records, legal records and any other information in the possession of the organisation regarding its affairs. Access to such information is fundamental to good corporate governance and management committee members cannot be expected to carry out duties as duly elected unless they can be sure of having full and unfettered access to documents of the organisation in a reasonable timeframe.
Dogs NSW was taken to the Supreme Court in relation to such a matter which the Supreme Court ruled that Management Committee members did have this right and resulted in damages to the Management Committee Member who had been refused the requested documentation. Refer to Helen Furber vs Dogs NSW.


• VCA Chief Executive to prepare a full and transparent Financial Report on all expenditure at the Bulla Facility since the commencement of the Original Licence back in 2013. This report is to itemise all expenditure items.


• VCA Chief Executive to prepare a full and transparent Financial Report on all income and expenditure relating to the NGIV Events. This report is to itemise all expenditure items including but not limited to the replacement of the doors, cleaning of the venue post the events, town planning, legal expenses and the value of fines imposed by Frankston City Council for operating with out a planning permit. The Chief Executive to also provide a copy of the contract between VCA and NGIV.

Only the NGIV Report was successful all other motion were not successful.

January 2023

Motions I raised for the January 2023 Management Committee Meeting included:

• Litigation Committee to provide a detailed report which lists all litigation matters, statements of claim against VCA, advice and associated fees that the VCA has been party to since 01 January 2022.


This Report is to include the legal advice VCA obtained as referred to by the President in his rationale for his AGM 2022 Special Resolution 10. I as a Member of Management Committee am unaware of any Legal matters despite numerous requests for information and have had to rely on third party sources such as court listing, other websites and members for any knowledge of litigations involving the VCA.


• KCC Park VCA Golf Cart Information, the Chief Executive to provide a report on the Golf Buggy, technical specifications, Insurance Policy for the use and hire of the golf buggy, Training Program for users and Risk Assessment conducted (if any). The Golf Buggy was utilised for the first time at the Summer Spectacular Shows at KCC Park, and the use I and other members observed was not appropriate and unsafe. The Golf Cart was being utilised like a toy.


• Follow up with VCA Chief Executive as the Electrical and Fire Safety Audit Report has not been forthcoming. No feedback from these forums has been presented to the Management Committee.


• The VCA Chief Executive to provide a report about the VCA Members Forums conducted in 2022. The report to include the attendance records and points raised and discussed. The purpose of the forums was to provide feedback to Management Committee. No such feedback has been forthcoming.


• Monthly Sub committee reports to Management Committee. Sub Committees that are required to report to the VCA Committee monthly need to do so by written report, if time doesn’t permit a written report then a verbal report will suffice, however a written report will still be required within 5 business days, which is standard business practice. It is imperative for the management committee to function correctly that the management committee keep proper oversight of sub committee and maintain accurate written records.


• VCA Chief Executive to table the legal advice he sought and relied upon prior to the removal of two Management Committee members.
The Chief Executive be required to table the authorisation he utilised to implement VCA Rule 2.52.3A.4 to request information from incumbent Management Committee Members.
The Chief Executive removed two Management Committee members without the knowledge of the Management Committee. This information is important as these removals are now subject of litigation and if successful wrongdoing with VCA needs to be identified.

Only my motion in relation to the follow up on the Electrical & Fire Safety was successful. All other motions were unsuccessful.

November 2022

Motion raised for the November 2022 Management Committee Meeting:

• VCA Chief Executive to provide a report which lists all legal action, advice and associated fees. It’s a matter of disclosure and transparency to the Management Committee Members. It is members money and they have a right to how it is been spent.

This motion was unsuccessful.

October 2022

Motions I raised for the October 2022 Management Committee Meeting included:

• Working with Children Checks. (WWC). As a minimum requirement all Management Committee Members and all ANKC Victorian Judges to be required to have a current Working with Children Check. The safety of children should be taken seriously by VCA.

This motion was unsuccessful.

September 2022

Motions I raised for the September 2022 Management Committee Meeting included:

• VCA Chief Executive to provide a report which lists all consultants that have been engaged by the VCA. The report to include the purpose and the cost of the engaged consultants. It’s a matter of disclosure and transparency to the Management Committee Members. It is members money and they have a right to how it is been spent.


• Other motions were of compliance matters which I will not disclose.

All motions were unsuccessful.

August 2022

Motions I raised for the August 2022 Management Committee Meeting included:

• Disbandment of the VCA Litigation Committee. The committee has failed to maintain the required number and make up of committee members, in breach of the Charter. The committee further failed it duties to members by not providing a required report for the 2021 & 2022 AGMs. The Litigation Committee has never provided a written report to the Management Committee during my term despite being engaged in a number of litigation cases. For Dogs Victoria to take legal advice from a Committee which contains not a single current legal practitioner makes no sense and opens Dogs Victoria to potential liability.


• Rescission Motion regarding VCA Representatives as the rule refers to a member with a breach of Rule 2.17 (bringing Dogs Victoria into disrepute) is not eligible to be a VCA Representative when the same condition doesn’t apply to Management Committee Members.

Both motions were unsuccessful.

July 2022

29 July 2022 VCA Chief Executive removes two duly elected Management Committee Members. I as a Management Committee member was unaware that my fellow Management Committee members were being removed.

Motions I raised for the July 2022 Management Committee Meeting included:

• VCA Chief Executive to coordinate an Electrical & Fire Safety Audit of KCC Park. Brought about by my own observation of long outdated tag of critical electrical and fire equipment.


• To engage an independent professional minute taker which as has previously been done by Dogs Victoria as it is not appropriate for the Office Manager to conduct this role as is done currently.


• VCA Chief Executive to provide a Compliance Fee Report which includes the purpose of the fee and include financial information in relation to revenue raised and expenditure.

Of the above, only the motion in relation to the Electrical & Fire Safety Audit was successful.
